In March 2005, the European Commission adopted the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers. Both are intended to contribute to developing an attractive European employment market for researchers.
The European Charter for Researchers brings together a number of general principles and requirements which establish the role, responsibilities and entitlements of researchers and those of the organisations that employ and/or fund them.
Its objective is to guarantee that the relationship between the researchers and the funders or employers encourages the generation, transfer, distribution and dissemination of technological knowledge and advances, as well as the professiona development of the researchers. Similarly, it recognises the value of all forms of mobility as a way of widening the professional development of researchers.
This Charter covers researchers in the European Union at all stages of their careers, employed in any field of research, whether in the public or private sector, regardless of the designation or post, the legal status of the employer or the type of organisation or centre in which the work takes place.
The Code of conduct for the recruitment of researchers includes a number of general principles and requirements that must be followed by employees or funders when designating or recruiting researchers.
These principles and requirements must guarantee compliance with principles such as transparency in the recruitment process and the equality of treatment of the candidates, particularly in terms of the development of an attractive, open and sustainable European labour market for researchers. They complement those set out in the European Charter for Researchers.
